3 means 3 rings, 26 means 26mm ring, that would be 1 inch in the old scale, D means the shape of the ring is a D shape which is the common shape now.
Insert means you can slip in a page on the front cover and or spine to say whats in the binder

3/38/D 338d
3 means 3 rings, 38 means 38mm ring, that would be 1 1/2 inch in the old scale, D means the shape of the ring is a D shape which is the common shape now.  

3/50/D 350d
3 means 3 rings, 50 means 50mm ring, that would be 2 inch in the old scale, D means the shape of the ring is a D shape which is the common shape now.  

These are called Insert Ringbinders, or Insert binders, clearview, file, folders, there are loads of names
